When you click Remove or Remove All for DPI Rules Assigned in the Agent Detail window and save the configuration, you still need to perform the following additional steps before performing a new Recommendation Scan:

Administrator performed a recommendation scan on Windows 7 agents and manually applied several DPI rules on the machines. After some time, they cleaned up the assigned rules from the machine and performed a Remove All in the Deep Security Manager > Agent Details > Overrides.
When running new recommendation scans on the machines, the recommended rules can no longer be assigned automatically even if the Auto-Assign option is enabled.
