The error occurs when there are no Apache services to run the WFBS web console that it is hosting, as shown in this Apache Service Monitor:

To recover the services, recreate the Apache Server using the WFBS Console Recovery Tool:

 
Make a backup copy of ..\Trend Micro\Security Server\PCCSRV\OfUninst.ini file before doing this procedure.
  1. Go to Windows Control Panel then uninstall Apache 2.0.
  2. Modify the ..\Program Files (x86)\Trend Micro\Security Server\PCCSRV\OfUninst.ini file "ServerType=" value from “2” to “1” under [WEB_SERVER] section.

  3. Go to ..\Trend Micro\Security Server\PCCSRV directory and open SrvDiag.exe. The WFBS Console Recovery Tool will appear.
  4. Click Check Web Server. The Switch to Apache button will be enabled.

  5. lick Switch to Apache. Apache installation will start and the tool will show a progress bar.

    After the Apache installation completes, you will get the following message:

    Security Server has switched to Apache now

  6. Log in to the WFBS console again to verify that the issue is resolved.
