The issue happens because Login Script relies on Computer Browser Service, which requires the feature SMB 1.0/CIFS File Sharing Support.
The SMB 1.0/CIFS File Sharing Support feature has been turned off by default on Windows Server 2019. Although we can opt to simply turn on this feature, it is not recommended to do so since this is highly vulnerable.
- On your Domain Controller Server, go to C:\\Windows\\SYSVOL\\domain\\scripts\\.
- Create OFCSCAN.BAT using the following script contents:
\\\\ApexOne_Server\\OFCSCAN\\AUTOPCC

- Go to Server Manger > Tools > AD Users and Computers > Users.
- Select the User Account you want to set a logon script for.
- Right-click the User Account, then select Properties > Profile.
- On Logon Script: OFCSCAN.BAT, click Apply > Ok.

This should apply the Logon Script to install Apex One on the target User Account Logon.
- You can do a test login on the target User Account and verify if the Apex One installation is triggered.

Install SMBv1 to enable Computer Browsing Services (Not Recommended):
- Go to Server Manager > Manage > Add Roles and Features Wizard.
- Under Features, tick "SMB 1.0/CIFS File Sharing Support" and continue with the installation.
This may require restart.
- Check services.msc and look for 'Computer Browser' Service and run it.
It is recommended to wait until this service properly runs.
- Check Login Script.
It should now display the plus icon that enables you to view the domains under Microsoft Windows Network.
- Continue with the usage of Login Script.
