In IMSVA create 2 different policies and for each of the policies, enable the scanning condition Header keyword expressions and set the Specified headers match to Other with the string Content-Type, as shown in the example below:

For the policy that will match plain text messages, create the keyword expression text/plain and select Any specified as the Match type.

For the policy that will match other type of messages (not plain text), create the keyword expression text/plain and select Not the specified as the Match type.

For each of the policies create different stamps and set the action of the policy to Do not intercept messages and enable Insert stamp in body (select the created stamp).
