Here is the matrix on how the Web Reputation Service would block webpages based on different browsers:

The blocking page would be the original page shown on the agent side when WRS blocks a Website.

The SSL Error Page would be shown if the webpage being blocked is HTTPS or using HTTP/2, with the exception from Firefox which the page would not load.
